Description
Dorsal spines (total): 8; Dorsal soft rays (total): 9; Anal spines: 2; Anal soft rays: 8; Vertebrae: 24. This species is distinguished by having D VII-I,9; A II,8; pectoral rays 14; lateral line scales 24; predorsal scales 5; gill rakers 3-4+14-16, excluding 2-3 rudiments on upper limb; preopercular margin serrate; preopercular ridge very weakly serrate around angle; body depth 3.1-3.7 in SL; mainly semi-transparent in life with 2 narrow dark, coppery, stripes on upper half of body and relatively large, black spot at the base of the caudal fin. Max length : 7.5 cm SL. Depth range 13 - 40 m.

Etymology
Ostorhinchus: from Greek, osteon = bone + from Greek, rhynchos = beak. In reference to the bony jaws, very much advanced and jagged, which take the place of the teeth.
franssedai: Named for Fransiscus Xaverius Seda (Frans Seda) (October 4, 1926 - Flores, East Nusa Tenggara, Dutch Indies / December 31, 2009 (aged 83) Jakarta, Indonesia. He was an Indonesian finance minister in the early days of Suharto's presidency. He also served as a minister during the final days of Indonesia's founding President Sukarno rule in 1966. He is one of the most well-known figures from the eastern province of Nusa Tenggara Timur.
Original description: Apogon franssedai Allen, Kuiter & Randall, 1994 - Type locality: Outer dropoff at Pasar Sari Reef, outer Maumere Bay, Flores, Indonesia, about 8°23'S, 122°13'E, depth 20 meters.

Distribution
Indo-West Pacific: Maldives and the Chagos Archipelago; Philippines, and Palau to Maumere, Flores, Tulamben, Bali (Indonesia), Australia and New Caledonia.

Biology
Inhabits steep drop-offs; usually seen in caves or under ledges during the day. Forms groups in crevices. Mouthbrooders. Distinct pairing during courtship and spawning.
